 1)夫はたとえどんなに忙しくても、わたしが髪型を変えると、必ず気づくし、いいねと言うのを決して忘れない。だから毎日帰るのが遅くても、わたしは怒ることはない。
2)　仕事を辞めるつもりだが、なかなか上司に言えない。でも遅かれ早かれ、それをやらなければならない。

⇒ my husband と he を入れ替えると自然になります ^^　
カンマを使わない場合の文の構成で考えてみると、理解しやすいかも知れません ^^

⇒ シンプルでとても良い表現だと思いますが、「躊躇する」は「あれこれ迷って決心できない」
という意味合いになるので、もう一歩突っ込んで「そのことを上司に言うのを決心できない」と
表現すると、更にニュアンスが上手く伝わるかも知れません ^^
